Declaration of snow emergency. A snow emergency shall exist within the village whenever two inches of snow or more has accumulated within the village and shall continue until such time as the streets have been cleared to the curb.
Parking after snowfall. Effective November 1 until April 15 annually, no vehicle shall be parked on the residential streets of the village of Stillman Valley for the first 24 hours after each snowfall of two inches or more. Except parking shall be allowed on the streets at 112 E. Wilson, 122 E. Wilson and 122 S. Walnut.
Parking in the business district. On the blocks of N. Walnut from Roosevelt to Washington and Main Street from School Street to N. Maple, it shall be unlawful, during a snow emergency, for any person to stop, stand, or park any vehicle between the hours of 12:00 midnight and 8:00 a.m., except as follows:
On even numbered calendar days, vehicles may be parked on that side of the street where even numbered buildings are or would be located, between the hours of 12:00 midnight and 8:00 a.m.
On odd numbered calendar days, vehicles may be parked on that side of the street where odd numbered buildings are or would be located, between the hours of 12:00 midnight and 8:00 a.m.
The above restrictions shall remain in effect for the duration of a snow emergency.
Warning. Vehicles parked on streets between November 1 and April 15 during a snow emergency will be tagged with a warning and allowed ten hours to be removed. Failure to remove the vehicle in this ten-hour time will result in the vehicle being towed away. On a second occurrence of the same vehicle, no warning will be given, and the vehicle will automatically be towed away.
Deposit on streets. No person shall deposit or cause to be deposited any snow upon any street or alley of the village on that portion of the traveled way cleared or scheduled for clearance of any snow accumulation.
Deposit obstructing sidewalks. No snow shall be deposited on any street of the village in such manner as to obstruct a public sidewalk nor shall it be deposited upon a neighboring parkway or other private property nor hamper vision at an intersection of traveled roadways.
Other restrictions. Except for those streets where parking is prohibited on one side of the street, this section shall not affect other parking restrictions and shall not be deemed to permit parking where otherwise prohibited by ordinance.
Towing of vehicles. When a vehicle is in violation of this section a towing service may remove and take possession of said vehicle. The towing service will safely keep the towed vehicle and its contents and maintain a record of the tow until the vehicle is claimed by the owner or any other person legally entitled to possession thereof.
Owner responsible for charges. The owner of the vehicle will be responsible for all towing and storage charges.
Liability of damages. The village president, board of trustees, village officer or any village employee, towing service owner, operator or employee shall not be held to answer, or be liable for damages in any action brought by the registered owner, his legal representative, or any other person legally entitled to the possession of the motor vehicle when the vehicle was removed as provided by this section.
Violation. Any person in violation of this section shall pay a fine of not less than $25.00 nor more than $500.00, and shall bear all costs for the removal and storage of the vehicle in violation of this section.
